Omnibus Committee Funding Resolution of 1987 - Authorizes expenditures by the following Senate Committees from March 1, 1987, through February 29, 1988: (1) Agriculture, Nutrition, and Forestry; (2) Appropriations; (3) Armed Services; (4) Banking, Housing, and Urban Affairs; (5) Budget; (6) Commerce, Science, and Transportation; (7) Energy and Natural Resources; (8) Environment and Public Works; (9) Finance; (10) Foreign Relations; (11) Governmental Affairs; (12) Judiciary; (13) Labor and Human Resources; (14) Rules and Administration; (15) Small Business; (16) Veterans' Affairs; (17) Aging; (18) Intelligence; and (19) Indian Affairs.
Authorizes the Committee on Governmental Affairs to study or investigate: (1) the efficiency and economy of all governmental operations, including the possible existence of fraud and corruption; (2) the extent of criminal or improper activities in the labor-management field; (3) organized crime and the adequacy of Federal laws to prevent its operations; (4) all other aspects of crime and lawlessness in the United States; (5) national security; (6) management of energy shortages; and (7) Government efficiency in Federal regulatory policies.
Amends rule XXXIX of the Standing Rules of the Senate to make the foreign travel restrictions for a Member whose term will expire at the end of a Congress applicable to the following persons: (1) an employee of the Member; (2) an elected officer whose employment will terminate at the end of a Congress; and (3) a committee employee whose employment will terminate at the end of a Congress.
