Authorizes the Senate Committee on Energy and Natural Resources, from March 1, 1987, through February 29, 1988, to: (1) make expenditures from the contingent fund; (2) employ personnel; (3) provide training for its professional staff; and (4) utilize department or agency personnel on a reimbursable basis.
