A bill to rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on March 20, 1992, in accordance with Title X of the Congressional Budget and Impoundment Control Act of 1974, as amended.
Title I: Department of Commerce - Rescinds budget authority of the Department of Commerce for the Economic Development Revolving Fund.
Rescinds budget authority of the Department of Defense for: (1) operation and maintenance, including (R92-3, R92-4, R92-7); (2) procurement (R92-9, R92-11, R92-14, and R92-16), including certain Navy shipbuilding and conversion; (3) research, development, test, and evaluation (R92-18 through R92-21); (4) the Pentagon Reservation Maintenance Revolving Fund; and (5) military construction, including (R92-22, R92-23, R92-25, R92-26, R92-27, and R92-29).
Rescinds budget authority of: (1) the Department of Education for vocational and adult education; (2) the Department of Health and Human Services for the Public Health Service and the Health Care Financing Administration; (3) the Department of Housing and Urban Development for certain housing programs; (4) the Department of the Interior for the Urban Park and Recreation Fund and the Bureau of Mines; (5) the Department of State for the United States Embassy building in Kuwait; (6) the Department of Transportation for the Urban Mass Transportation Administration; and (7) the Department of State for international organizations and programs.
Rescinds funds appropriated to the President for a contribution to the International Development Association and a payment to the Inter-American Investment Corporation.
Rescinds funds appropriated to the President for the Agency for International Development for: (1) operating expenses; (2) contributions to the International Fund for Ireland; (3) the multilateral assistance initiative for the Philippines; and (4) unexpended balances for development assistance.
Rescinds funds appropriated to the President for: (1) international military education and training; (2) the foreign military financing program; and (3) the military assistance program. Prohibits the reobligation of the foreign military financing program through September 30, 1992. Decreases the limitation on obligations on FY 1992 purchases for the Special Defense Acquisition Fund.
Rescinds funds appropriated to the Senate for official mail costs.
Makes additional specified rescissions. Prohibits DOD from obligating funds to subsidize, provide assistance-in-kind, or otherwise offset the costs of any military museum.
Declares that funds available to DOD which were proposed for rescission by the President in a rescission message of March 10, 1992, and which are not specifically rescinded by this Act, shall be made available for obligation for the same programs, projects and activities as listed in such message.
Title II: Department of Agriculture - Rescinds budget authority of the Department of Agriculture for: (1) travel in the Office of Public Affairs; (2) the pesticide data program of the National Agricultural Statistics Service; (3) buildings and facilities and special research grants of the Cooperative Research Service (R92-38, R92-44, R92-49, R92-52, R92-53, R92-56, R92-58, and R92-60); (4) the pesticide data program of the Agricultural Marketing Service; and (5) travel for the Farmers Home Administration.
Rescinds budget authority of: (1) the National Institute of Dental Research of the National Institutes of Health of the Department of Health and Human Services; (2) the low-income housing program of the Department of Housing and Urban Development; (3) the Bureau of Indian Affairs (R92-88) of the Department of the Interior; (4) the Forest Service of the Department of Agriculture; (5) the Army Corps of Engineers-Civil (R92-91 and R92-92); (6) certain contracting by the Environmental Protection Agency; and (7) space exploration studies, the national aerospace plane program, and Climsat earth probe program of the National Aeronautics and Space Administration.
Rescinds unobligated balances for specified research grants made by the National Science Foundation. Directs the Foundation to report to the Committee on Appropriations by May 22, 1992, on the amount of such balances committed for the grants.
Rescinds budget authority of the Department of Defense-Military for: (1) the SSN-21 attack submarine program of the Navy (R92-101); (2) other Navy procurement (R92-102); (3) Air Force procurement of the B-2 bomber; (4) the Air Force national aerospace plane program; and (5) the Strategic Defense Initiative.
Title III: Department of Energy - Rescinds funds made available to the Department of Energy for fossil energy research and development (R92-34).
Title IV: Department of Defense - Rescinds funds provided to the Department of Defense for: (1) classified programs; (2) procurement of weapons and tracked combat vehicles and other procurement, including (R92-105, R92-107, R92-111, R92-120); (3) specified research, development, test, and evaluation programs (including R92-127).
Declares that funds available to DOD which were proposed for rescission by the President in a rescission message of April 9, 1992, and which are not specifically rescinded by this Act, shall be made available for obligation for the same programs, projects and activities as listed in such message.
Incorporates the Classified Annex accompanying S. 2570, 102nd Congress, into this Act. Provides that amounts specified in the Annex are not in addition to amounts rescinded by this Act.
