Rescinds budget authority of the Department of Commerce for the Economic Development Revolving Fund.
Rescinds budget authority of the Department of Defense (DOD) for: (1) operation and maintenance (R92-3 -4, and -7), including the Air Force; (2) procurement (R92-9, -11, -14, and -16) including certain Navy shipbuilding and conversion; (3) research, development, test, and evaluation (R92-18 through R92-21); (4) the Pentagon Reservation Maintenance Revolving Fund; (5) military construction (R92-22, -23, -25, -26, -27, and -29), including the Air Force; and (6) the North Atlantic Treaty Organization (NATO) for infrastructure.
Rescinds budget authority of: (1) the Department of Education for vocational and adult education; (2) the Department of Health and Human Services for the Public Health Service and the Health Care Financing Administration; (3) the Department of Housing and Urban Development for certain assisted housing programs; (4) the Department of the Interior for the Urban Park and Recreation Fund and the Bureau of Mines; (5) the Department of State for the United States Embassy building in Kuwait; (6) the Department of Transportation for the Urban Mass Transportation Administration; and (7) the Department of State for international organizations and programs.
Rescinds funds appropriated to the President for a contribution to the International Development Association and a payment to the Inter-American Investment Corporation.
Rescinds funds appropriated to the President for the Agency for International Development for: (1) operating expenses; (2) contributions to the International Fund for Ireland; (3) the multilateral assistance initiative for the Philippines; and (4) unexpended balances for development assistance.
Rescinds funds appropriated to the President for: (1) international military education and training; (2) the foreign military financing program; and (3) the military assistance prgram. Prohibits the reobligation of the foreign military financing program through September 30, 1992. Decreases the limitation on obligations on FY 1992 purchases for the Special Defense Acquisition Fund.
Rescinds funds appropriated to the Senate for official mail costs.
Makes additional rescissions for specified programs. Prohibits funds made available to DOD from being obligated or expended for grants or contracts with major educational institutions which have overbilled DOD for indirect costs which are unreasonable, unallowable, or unallocable, unless such institutions repay with interest the overbilled amounts, or the pertinent Inspector General certifies that the institution is no longer liable for restitution. Prohibits DOD from obligating funds to subsidize, provide assistance-in-kind, or otherwise offset the costs of any military museum.
Declares that funds available to DOD which were proposed for rescission by the President in the rescission message of March 10, 1992, and which are not specifically rescinded by this Act, shall be made available for obligation for the same programs, projects and activities as listed in such message.
