Rescinds funds provided to the Department of Defense for: (1) classified programs; (2) procurement of weapons and tracked combat vehicles and other procurement including (R92-105, R92-107, R92-111, R92-120); and (3) specified research development, test, and evaluation programs (R92-127).
Declares that funds available to DOD which were proposed for rescission by the President in a rescission messsage of April 9, 1992, and which are not specifically rescinded by this Act, shall be made available for obligation for the same programs, projects and activities as listed in such message.
Incorporates into this Act an accompanying Classified Annex. Provides that amounts specified in the Annex are not in addition to amounts rescinded by this Act. Requires the President to provide for the appropriate distribution of such Annex within the executive branch.
