Amends the Civil Rights Act of 1964 to extend to all units of the legislative branch of the U.S. Government the prohibition against discrimination in employment which now applies only to those units of the legislative branch having positions in the competitive civil service.
Amends the National Labor Relations Act to include the U.S. Government as an employer subject to the prohibition against unfair labor practices.
Amends the Fair Labor Standards Act to extend its coverage to the employees of any unit of the legislative branch whether or not the unit has positions in the competitive civil service.
Amends the Occupational Safety and Health Act of 1970 to subject the U.S. Government to its provisions.
Applies the provisions of the Freedom of Information Act and the Privacy Act to the legislative branch.
