To amend the Arms Control and Disarmament Act to authorize appropriations for fiscal years 1992 and 1993, and for other purposes.
Arms Control and Disarmament Amendments Act of 1991 - Amends the Arms Control and Disarmament Act to extend the authorization of appropriations for the Arms Control and Disarmament Agency.
Authorizes the Director of the Arms Control and Disarmament Agency to administer oaths and take sworn statements in the course of investigations made pursuant to such Act.
Expresses the sense of the Congress with respect to the completion of a multilateral agreement to stop the production, proliferation, and stockpiling of chemical weapons and the implementation of policy measures to ensure adherence to such agreement.
Urges the President to send a U.S. representative to any future Partial Test Ban Treaty Amendment Conference session.
