Arms Control and Disarmament Amendments Act of 1991 - Amends the Arms Control and Disarmament Act to extend the authorizations of appropriations for the Arms Control and Disarmament Agency and the On-Site Inspection Agency.
Authorizes the Director of the Arms Control and Disarmament Agency to administer oaths and take sworn statements in the course of investigations made pursuant to such Act.
