Arms Control and Disarmament Amendments Act of 1991 - Amends the Arms Control and Disarmament Act to authorize appropriations for FY 1992 for the external research program and the Arms Control and Disarmament Agency.
Authorizes the Director of the Agency to administer oaths and take sworn statements in the course of investigations made pursuant to such Act.
Requires the President to submit to the Speaker of the House and the chairman of the Senate Foreign Relations Committee a report prepared by the Agency's Inspector General on the Agency's fulfillment of primary functions.
