Northern Ireland and Ireland Assistance Act of 1986 - Authorizes the use of specified authorities contained in the Foreign Assistance Act of 1961 to provide support for the Anglo-Irish Agreement signed in November 1985. Authorizes appropriations for FY 1987 for economic assistance for Ireland and Northern Ireland.
