Expresses the sense of the House of Representatives that a national program of hypersonic aircraft research and technology development, leading to a proof-of-concept flight demonstration, should be pursued vigorously by the National Aeronautics and Space Administration (NASA), in consultation and cooperation with other Government agencies.
