Allows a named individual to commence an action against the United States for injuries suffered from allegedly negligent surgery in a U.S. Army Hospital, notwithstanding any limitations on actions by members of the military for injuries sustained incident to service.
Requires such action to be brought in the U.S. District Court for the District of Maryland.
