Amends general military law to authorize the President, in consultation with the Secretary of Transportation, to assign or detail members of the armed forces to guard U.S. citizens and U.S. passenger air carriers at airports outside the United States against terrorism and other acts of violence.
Prohibits any such assignment or detail if: (1) the military preparedness of the United States will be adversely affected; and (2) the foreign government of the airport involved has not agreed to allow the assignment or detail.
