A bill to repeal the provision requiring a State to require proof of payment of the Federal use tax on heavy vehicles before a vehicle subject to such tax may be registered.

Repeals the requirement that the Secretary of Transportation reduce part of the apportionment of a State's Federal-aid highway funds for any fiscal year beginning after FY 1984 during which such State permits the registration of heavy vehicles which have not presented proof of payment of a certain use tax imposed by the Internal Revenue Code.

Makes such repeal applicable to fiscal years beginning after September 30, 1984.
