Fair Trade Act of 1985 - Imposes a 10 percent surcharge on Japanese products that enter the customs territory of the United States until such time as the President determines that Japan has made significant progress to eliminate its non-tariff barriers to U.S. products and services.
Requires the Secretary of Commerce to monitor Japanese actions to eliminate such barriers and to estimate the monetary impact on U.S. trade with Japan. Requires the Secretary to report to the Congress.
