Amends the Communications Act of 1934 to prohibit the imposition of access charges on residential and single line business subscribers of telephone exchange service in States that have established alternatives to access charges which will not: (1) increase the extent to which carriers and other persons seek alternatives to direct connection to obtain exchange access; (2) impose undue burdens on subscribers; or (3) impede competition for interexchange service.
