A bill to amend title 4 of the United States Code to make it clear that a State, other than the State from which a Member of Congress was elected, may not impose a personal property tax on the automobile used by a Member of Congress for attending sessions of Congress.

Prohibits a State from imposing a personal property tax on the automobile used by a Member of Congress for the purpose of attending congressional sessions if: (1) the Member has a place of abode in such State for such purpose; and (2) the Member does not represent such State.
