A bill to require a two-thirds vote of both Houses of Congress on appropriation legislation, including any conference reports, and for other purposes.

Amends the Rules of the House of Representatives and the Standing Rules of the Senate to require a two-thirds vote on appropriations legislation, including conference reports. Amends the Congressional Budget Act of 1974 to make such requirement applicable for approval of the concurrent resolution on the budget.
