Amends the Federal criminal code to make it a Federal offense to kidnap or assault Federal officers or employees in the performance of their duties, or to commit a crime against any family members of Federal officials or to threaten such acts.
Includes past Presidents within the prohibition against presidential assassinations, kidnappings, and assaults.
