A bill to provide for payments in lieu of taxes to be made by the United States to local governments for property exempt from property taxation under Federal law which is located within the jurisdiction of the local government and owned by the United States, a foreign government, or an international organization.
Local Government Tax Assistance Act of 1983 - Authorizes eligible local government units to apply to the Administrator of General Services for payment of revenues lost by reason of the exemption from taxation of entitlement property. Defines an "eligible unit of local government" as a unit of local government in whose jurisdiction entitlement property comprises 30 percent or more of the total assessed value of Federal and non-Federal real property of that jurisdiction and whose population is 10,000 or more. Defines the term "entitlement property" as the following types of real property which are exempt from taxation: (1) real property owned by a foreign government or international organization; or (2) real property owned by the United States.
