Imitation Controlled Substances Act of 1983 - Amends the Federal Food, Drug, and Cosmetic Act to make it unlawful to manufacture, distribute, or possess a drug which is an imitation of a controlled substance. Excludes professional or research uses from such prohibition.
Establishes criminal penalties for violations of this Act.
