Amends the Civil Rights Act of 1964 and the Equal Employment Opportunity Act of 1972 to extend to all units of the legislative branch of Government the prohibition against discrimination in employment which now applies only to those units of the legislative branch having positions in the competitive civil service.
Amends the National Labor Relations Act to include the United States as an employer subject to the prohibition against unfair labor practices.
Extends the coverage of the Fair Labor Standards Act to the employees of any unit of the legislative branch whether or not the unit has positions in the competitive civil service.
Includes the United States as an employer subject to the Occupational Safety and Health Act of 1970.
Applies the provisions of the Freedom of Information Act and the Privacy Act to the legislative branch.
