A bill to authorize funding for economic development and to provide assistance to unemployed and dislocated workers.
Employment Revitalization and Dislocated Worker Assistance Act of 1983 - Title I: Economic Development Programs - Amends the Public Works and Economic Development Act of 1965 (PWEDA) to extend through FY 1987 provisions limiting the annual appropriations for purchasing evidences of indebtedness, paying interest supplements to or on behalf of private entities making and participating in loans, and guaranteeing loans (under authorization of appropriations provisions for public works and development facility loans and business loans and loan guarantees).
Extends through FY 1987 the authorization of appropriations for technical assistance and economic development planning under PWEDA, the limitation on the amount of such funds to be available for grants to States.
Amends the Appalachian Regional Development Act of 1965 (ARDA) to authorize appropriations through FY 1987 for the administrative expenses of the Appalachian Regional Commission.
Authorizes the Commission to lease office space through FY 1987.
Extends through FY 1987 the authorization of appropriations to the President to carry out ARDA (in addition to appropriations authorized to carry out specific provisions).
Extends the termination date for ARDA until October 1, 1987.
Title II: Housing and Community Development - Amends the Housing and Community Development Act of 1974 to raise the limitation on the total amount of outstanding obligations guaranteed on a cumulative basis by the the Secretary of Housing and Urban Development (HUD) for obligations issued by local governments or their designated public agencies for financial acquisition of real property or the rehabilitation of real property owned by the local government.
Extends through FY 1987 the authorization of appropriations for urban development action grants. Raises the limitation on the amount authorized to be appropriated for such grants.
Amends the United States Housing Act of 1937 to direct the Secretary of HUD, to the extent approved in appropriation Acts, to enter into contracts for assistance, under provisions for the low-rent housing comprehensive improvement assistance program, in FY 1984 through 1987. Limits the aggregate amount that may be obligated over the duration of the contracts entered into under such program in any such fiscal year.
Title III: Amendments of Targeted Jobs Credit - Amends the Internal Revenue Code to extend and increase the targeted jobs credit and to apply such credit to the hiring of dislocated employees." Defines "dislocated employee" as any individual certified by the designated local agency as having: (1) been employed on a full- time basis by the same employer for at least ten years in a trade or business determined by the Secretary of Labor to be a declining industry; and (2) such employment terminated, through no fault of the employee, b y reason of the use of labor-saving technologies.
Title IV: Health Insurance for the Unemployed - Provides for continued or restored coverage under their most recent previous employment-based health insurance plans, without cost, for terminated or discontinued employees who are entitled to State or Federal unemployment compensation and who cannot, by themselves or through family members, obtain coverage under any other employment-based health insurance plan.
Sets forth requirements for such coverage relating to: (1) type of benefits; (2) period of continuation; and (3) individual application for continuation.
Provides for payments for such restoration or continuation of coverage to be made to the health insurance carrier from the Federal Emergency Health Insurance Trust Fund created under this Act. Directs the Secretary of Health and Human Services to pay each employer its reasonable expenses in connection with such restoration or continuation of coverage. Provides for reimbursement of the Secretary by the Trust Fund.
Sets forth requirements for employer and insurer compliance with this Act. Conditions specified Federal income tax deductions and treatment as a nonprofit institution upon such compliance.
Requires employment-based health insurance plans to permit enrollment of an employee or such employee's spouse or dependents in cases where termination of the spouse's employment leaves such employee or such spouse and dependents without coverage.
Directs the Secretary to implement and administer this Act and to make suitable arrangements with employers and health insurance carriers. Directs the Secretary, in consultation with the Secretary of Labor, to arrange with State unemployment compensation agencies for: (1) determinations of individual eligibility; and (2) publication of the provisions of this title. Directs the Secretary to publicize such provisions, including those for temporary Medicaid assistance for the unemployed.
Creates the Federal Emergency Health Insurance Trust Fund on the books of the Treasury. Requires the Board of Trustees of the Trust Fund to report annually to the Congress on the operation and status of the Trust Fund. Provides for basic financing of the Trust Fund through appropriations authorized under this Act. Directs the Federal Hospital Insurance Trust Fund to purchase specified obligations issued by the Trust Fund. Provides for termination of the Trust Fund under specified conditions.
Amends title XIX (Medicaid) of the Social Security Act to provide for temporary Medicaid assistance for the unemployed. Directs the Secretary to pay States for such medical assistance and for related administrative expenses. Provides for reimbursement of the Secretary from the Federal Emergency Health Insurance Trust Fund.
Makes eligible for such temporary Medicaid assistance individuals (and their spouses and dependents in the same household) who: (1) are not otherwise entitled to Medicaid; (2) are entitled to State or Federal unemployment compensation; (3) are not covered by any health insurance plan; (4) were not covered or eligible for an employment-based health insurance plan through their most recent previous employment; and (5) cannot obtain coverage under an employment-based health plan.
Directs the Secretary to report to the Congress every six months, with a final report by September 30, 1985, on the health insurance for the unemployed activities under the title, including those for temporary Medicaid assistance for the unemployed.
