Farm Program Improvement Act of 1982 - Amends the Agricultural Act of 1949 to direct the Secretary of Agriculture to make advance loans and deficiency payments available to wheat, feed grain, upland cotton, and rice producers who participate in 1983 through 1985 set-aside or acreage limitation programs.
Amends the Agricultural Trade Development and Assistance Act of 1954 to authorize the Secretary to use up to 25 percent of agricultural export credit sale appropriations for credit guarantees and interest payments.
