Authorizes the Chief Justice, on the Chief Justice's own initiative or at the request of other judges or justices, to establish and select a three-member panel to review the behavior of any justice (other than the Chief Justice) or judge whose behavior is questioned under such initiative or request. Requires the dismissal of any judge or justice if a majority of the panel determines that the judge's or justice's behavior is not good.
Provides for the establishment of a panel to review the behavior of the Chief Justice.
Permits any judge or justice whose behavior is reviewed to appeal a determination to the Supreme Court within 30 days of the determination.
