Prohibits economic assistance to Warsaw Pact countries until the Soviet Union has signed a nuclear arms limitation agreement.
Expresses the sense of the Congress that: (1) private commercial interests in the United States should refrain from making loans to Warsaw Pact countries until the Soviet Union has signed a nuclear arms limitation agreement; (2) the United States should not help if such loans are made and result in defaults; and (3) the President should seek agreements with our allies to halt the flow of economic assistance to Warsaw Pact countries until the Soviet Union has signed a nuclear arms limitation agreement.
