A bill to amend the Congressional Budget Act of 1974 to set a maximum percentage of 7 per centum by which Federal expenditures and new budget authority could increase from any one fiscal year to the next fiscal year, except in time of war or in time of economic necessity declared by Congress.
Discipline in Federal Spending Act of 1981 - Amends the Congressional Budget Act of 1974 to limit total Federal budget outlays and/or new budget authority for any fiscal year after September 30, 1981, to not more than seven percent of the corresponding Federal outlays and/or new budget authority in the previous fiscal year.
Requires any proposed legislation which would violate such limitations to be ruled out of order in either the House or the Senate.
States that the requirements established by this Act shall not apply during a period of national emergency.
