Amends the United States Housing Act of 1937 to repeal provisions limiting the number of public housing units available to families with incomes between 50 and 80 percent of the median area income.
Directs the Secretary of Housing and Urban Development to establish management practices to enable each public housing agency to include families with a broad range of incomes in its housing projects in a manner which serves the needs of lower income families in the area.
