Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency to amend certain regulations to require gasoline retail outlets to offer a blend of unleaded gasoline and alcohol, containing not less than ten percent alcohol, if supplies of such a blend are reasonably available.
Directs the Secretary of Energy and the Administrator to facilitate, cooperatively, the expanded production and distribution of alcohol for use as a motor fuel and fuel additive.
Directs the Administrator not to impose specified prohibitions on the use of alcohol as a fuel unless such prohibitions will result in better air quality.
