Modifies the project authorizing the Secretary of the Army, through the Chief of Engineers, to replace a certain dam and locks on the Mississippi River, Illinois and Missouri.

Authorizes the Secretary to replace, at Federal expense, the terrestrial wildlife habitat inundated as a result of such construction project.
