A bill to prohibit for two years the conversion of residential rental units to residential units which are to be offered for sale, and to establish a Presidential Commission on Problems Relating to the Conversion of Residential Rental Units.
Residential Rental Unit Conversion Moratorium Act of 1981: For Tenant Protection and for the Preservation of Rental Housing - Title I: Two-Year Moratorium - Prohibits the use of federally related mortgage loans, any other form of Federal assistance, any means or instrument of transportation or communication in interstate commerce, or the U.S. mails for the conversion of residential rental units to units offered for sale or for the purchase of such a converted unit during the next two years, unless such units are to be converted for purchase pursuant to an offer by a bonafide tenants' organization.
Title II: Presidential Commission - Directs the President to establish a Commission on Problems Relating to the Conversion of Residential Rental Units. Requires the Commission to report its findings and recommendations to Congress.
