Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to increase to $7,000 for each of taxable years 1981 and 1982 the amount which a beneficiary aged 65 or over may earn without a reduction in benefits. Provides that the amount which a beneficiary under the age of 65 may earn without a reduction in benefits shall be $5,200 for each of taxable years 1981 and 1982.
