Repeals title XV (National Health Planning and Development) and title XVI (Health Resources Development) of the Public Health Service Act. Stipulates that such repeals shall not affect outstanding loan obligations.
Establishes Federal recovery rights on facilities receiving title XVI construction grants for 20 years.
