Amends the Motor Vehicle Information and Cost Savings Act to allow an automobile manufacturer to include alternative-fuel-powered vehicles in its calculation of average fuel economy. Sets forth adjustments to be made in such calculations.
Defines "alternative-fuel-powered vehicle" and "alternative fuel" for purposes of such Act.
Directs the Secretary of Transportation to prescribe, within 90 days after the date of this Act, regulations pursuant to this Act. Requires the Secretary to consult with the Administrator of the Environmental Protection Agency and the Secretaries of Energy and Agriculture in prescribing such regulations.
