Expresses the sense of the Congress that the President should: (1) express at every suitable opportunity U.S. opposition to the imprisonment of Alfreds Zarins; (2) urge the Soviet Union to release Zarins from prison, provide him with medical care, and permit him to express his belief in Latvian culture; and (3) inform the Soviet Union that the United States will consider the extent to which countries honor their commitments under international law when evaluating U.S. relations with such countries.
