A concurrent resolution expressing the sense of the Congress with respect to the imprisonment and treatment of Alfreds Zarins by the Government of the Soviet Union.

Expresses the sense of the Congress that the President should: (1) express at every suitable opportunity U.S. opposition to the imprisonment of Alfreds Zarins; (2) urge the Soviet Union to release Zarins from prison, provide him with medical care, and permit him to express his belief in Latvian culture; and (3) inform the Soviet Union that the United States will consider the extent to which countries honor their commitments under international law when evaluating U.S. relations with such countries.
