Urges the President to seek agreement at the Versailles economic summit conference, and through other appropriate channels, that all nuclear supplier nations will export nuclear fuel, equipment, and technology only to those non-nuclear-weapon states that have accepted full-scope safeguards of the International Atomic Energy Agency.
