Expresses the sense of the Congress that repeated acts of aggression and violence in Israel, Iraq, and Lebanon aimed at innocent civilians in population centers be condemned and regrets the suffering caused by such violence. Commends the administration for suspending shipment of the F-16's scheduled for delivery to Israel. Calls for further temporary suspensions of arms deliveries and issuances of military sales credits to Middle East combatants until assurances are made that U.S.-built weapons will be restricted to those provisions stated in U.S. law and will not be used for aggressive purposes. Asserts that Congress should be involved in developing a U.S. policy leading to peace. Urges all parties to halt all aggressive acts and seek peace through negotiation. Requests friendly Arab States and the United Nations to urge Palestinian military groups to refrain from further violence against Israel. Requests the President to urge Israel to refrain from further violence against Palestinians and Lebanese in Lebanon.
