A concurrent resolution expressing the sense of the Congress that a six month Congressional investigation be undertaken to study the Conrail System for the purpose of retaining Conrail on a cost-effective basis.

Directs the appropriate Congressional committee to conduct a six month investigation of the problems associated with the management, labor, and facilities of the Consolidated Rail Corporation (Conrail).

Prohibits Congress, for a specified time from enacting legislation that would lead to the dismemberment of Conrail.
