Amends the Federal Aviation Act of 1958 to prohibit the Secretary of Transportation, acting through the Administrator of the Federal Aviation Administration, from prescribing any rule, regulation, or order: (1) affecting the use of navigable airspace by any category of civil aircraft; and (2) requiring the installation of any navigation aid or appliance aboard such aircraft unless he has first appeared before the appropriate committee of the Congress to explain such proposed action and unless 120 days have been provided for receiving public comments on such proposed action.
