Discipline in Federal Spending Act of 1979 - Amends the congressional budget process to prohibit any annual increase in the level of Federal outlays and new budget authority greater than 11 percent for any fiscal year beginning after September 30, 1979.
Prohibits the consideration in either the House of Representatives or the Senate of any proposed legislation which would exceed such limitation.
Suspends the requirements imposed by this Act during a declared war or during a period of economic necessity declared by the Congress with the concurrence of two-thirds of the Members of both Houses.
