Allows any national banking association located in the Washington, D.C., standard metropolitan statistical area to establish and operate branches outside the State in which the association is located if: (1) such location is within the Washington, D.C., standard metropolitan statistical area; and (2) the establishment and operation of such branches are specifically authorized by such other State's statute to State banks.
Amends the Bank Holding Company Act of 1956 to authorize any bank holding company whose operations are principally conducted in the Washington, D.C., standard metropolitan statistical area to acquire an interest in a bank located outside the State but in the Washington, D.C., standard metropolitan statistical area.
