A bill to provide the Commodity Futures Trading Commission with standby authority to set margin requirements on the trading in commodities.

Amends the Commodity Exchange Act to authorize the Commodity Futures Trading Commission to direct the contract market to set margin requirements for the trading and clearing of any contract for future delivery of a commodity as the Commission shall specify whenever the Commission determines such action is necessary or appropriate to protect producers and traders in such commodity.
