Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to defer principal and interest and forego foreclosure on loans provided under any law administered by the Farmers Home Administration during any period in which the earnings on investment in the agricultural sector are less than such earnings in the nonagricultural sector.
