A bill to amend the Food and Agriculture Act of 1977 to require the Secretary of Agriculture to establish certain loan levels whenever the export sales of certain agricultural commodities are suspended.

Amends the Food and Agriculture Act of 1977 to delete the requirement of a determination of short supply before the Secretary of Agriculture must set loan levels for agricultural commodities, the exports of which have been suspended.
