Limits the annual rate of pay for each Senator, Member of the House of Representatives, Delegate to the House of Representatives, Resident Commissioner from Puerto Rico, President pro tempore of the Senate, the majority and the minority leader of the Senate and of the House of Representatives, and the Speaker of the House to the annual rate of pay payable for that position on September 30, 1978, plus an amount, rounded to the nearest multiple of $100 (or if midway between multiples of $100, the next higher multiple of $100), equal to 10 percent of such rate, effective January 3, 1981.
Specifies that the provisions of this Act shall cease to apply on the effective date of the first adjustment in the rate of pay for such positions taking effect during or after calendar year 1985.
