A bill to amend title 38 of the United States Code in order to authorize the Administrator of Veterans' Affairs to make scholarship grants to individuals attending medical schools on the condition that such individuals will serve in Veterans' Administration facilities for a certain period of time upon completion of professional training, and for other purposes.

Authorizes the Administrator of Veterans' Affairs to provide scholarships of up to $5,000 per school year to medical students who agree to practice for a specified length of time at a Veterans' Administration (VA) facility upon completion of their professional training. Provides the United States with a right to recover expenses against an individual who fails to meet such VA service condition.

Stipulates that veterans and dependents of veterans shall have priority with regard to such scholarships.
