Authorizes the Administrator of Veterans' Affairs to provide scholarships of up to $5,000 per school year to medical students who agree to practice for a specified length of time at a Veterans' Administration (VA) facility upon completion of their professional training. Provides the United States with a right to recover expenses against an individual who fails to meet such VA service condition.
Stipulates that veterans and dependents of veterans shall have priority with regard to such scholarships.
