A bill to amend title 23, United States Code, to establish uniform weight and length limitations for vehicles operating on the National System of Interstate and Defense Highways, and to provide that the Secretary of Energy shall report to the Congress on fuel savings resulting from the establishment of such uniform standards.

Prohibits Federal-aid highway funding for States which make it unlawful for a vehicle with an overall gross weight of less than 80,000 pounds or an overall length of less than 60 feet to use the Interstate System or any highway which the Secretary of Transportation determines provides immediate access to any portion of the Interstate System.

Directs the Secretary of Energy to conduct a study of fuel savings resulting from such uniform standards and to report the results of such study to Congress within one year.
