Authorizes the Secretary of the Army to accept original enlistments in the Army for an enlistment period of 18 months in active duty service and four and one-half years in Ready Reserve service.
Stipulates that the rate of basic pay for such individuals during the first 18 months shall be 50 percent of the rate of basic pay otherwise payable to a member of the Army.
Entitles individuals who complete the initial 18 months of service to 36 months of educational assistance. Stipulates that such assistance shall consist of the costs of tuition and fees up to a maximum of $3,000 per school year (or $1,000 per year at a public educational institution) and a subsistence allowance of $200 per month during the school year while such person is pursuing a program of education.
