Amends the Gun Control Act of 1968 to require that whoever uses or carries a firearm during the commission of a felony which is prosecutable in Federal court or whoever uses or carries a firearm to commit any felony where the use or possession for such purpose is unlawful according to State law shall, in addition to the punishment provided for the commission of such crime, be sentenced to a term of imprisonment not less than one year nor more than ten years. Requires in the case of a second or subsequent conviction the imposition of a term of imprisonment of not less than two nor more than 25 years, and stipulates that such sentence: (1) may not be suspended; (2) may not run concurrently; and (3) may not include probation.
