A bill to amend the Federal employee health insurance provisions of title 5, United States Code, to require that notice and hearing be provided before the effective date of any reduction of health benefits or any exclusion of any type of provider of health services.

Prohibits carriers of Federal employee health benefits plans from reducing benefits or excluding any class of provider of health services unless notice is given of, and hearings are conducted relative to, the proposed change at least 120 days before its effective date.
